To promote the integrated development of international Chinese language education and vocational education, and meet the needs of overseas enterprises in professional talents proficient in both Chinese language and skills, the Center for Language Education and Cooperation (CLEC) launched the "Chinese + TVET" program in 2020. After years of careful and constant operation, "Chinese + TVET" program has taken root and sprouted around the world, providing practical learning experiences for Chinese language learners, and expanding the application of Chinese language education.
It's set of standards which describe the Chinese language application skills and levels for learners of Chinese as a second language in specific occupational fields and work tasks, containing 4 parts including occupational scope definition, terms and definitions, grade proficiency descriptions, occupational communication strategies and cultural awareness.
Based on the Occupational Classification Dictionary and the Chinese language communicative requirements of different occupations, the standards are divided into two categories: skill-based(A) and service-based(B), and each category is divided into five levels: "entry level - primary - intermediate - advanced - proficient".
The entry level develops the most basic Chinese communication skills required for workplace positions.
The primary and intermediate levels develop learners' language skills to perform skilled work tasks, with beginners requiring language skills to handle simple tasks and intermediate learners to handle complex tasks.
The advanced and proficient levels focus on developing learners' language skills in management and general affairs, and encouraging learners to acquire the ability to apply to Chinese comprehensively through vocational Chinese language learning.
·Synergizing Chinese language skills and vocational skills development
Compared to general Chinese learning, the target group of vocational Chinese learning has changed from language students to corporate employees, and the teaching content has changed from learning language and experiencing culture to learning language + skills, with Chinese being both a communication tool and learning content.
·Integrating standards for language acquisition and vocational skills training
It analyzes the language needs of typical work tasks, realizes the analogy and grading of professional vocabulary based on the Vocational Chinese Proficiency Grading Standards, and completes the connection and integration of language standards and occupational skill standards.
·For learners: It helps establish learning goals and directions for vocational Chinese language learners, especially establish an independent learning system to help learners accurately locate their vocational Chinese language abilities.
·For teachers: It provides teachers with standardized reference in all aspects of teaching vocational Chinese, including analyzing teaching needs, setting teaching objectives, planning teaching contents, writing and selecting teaching materials, developing syllabus, establishing testing and assessment system, etc., so that vocational Chinese teaching can be systematic and well-planned.
·For institutions: It provides reference for the construction of vocational Chinese curriculum system of institutions, and will also promote the construction of inter-institutional cooperation mechanism.
The "Chinese + TVET" online courses on the "ChinesePlus" platform include various vocational fields and benefit numerous learners at home and abroad. We support 41 vocational colleges nationwide to develop "Chinese + TVET" textbooks of various majors, some of which have been tested overseas and praised.
"Centers for Chinese Language and Professional Skills" are established in overseas enterprises, universities, or vocational colleges for international Chinese language education and vocational skills training, which receive faculty and teaching resources from Chinese colleges and universities, enterprises, and other institutions. As of now, the CLEC has established 32 Centers in 23 countries, which cultivate local versatile talents proficient in both language and professional skills.
The applications for establishing a Center for Chinese Language and Professional Skills (CCLPS) should be made by a Chinese institution in collaboration with an overseas organization. Chinese institutional application conditions:
Incorporate the collaborative development of international Chinese language education and vocational education into the development plan or work plan of the unit, with clear application goals, clear functions, and distinct characteristics;
Having a certain foundation for promoting the development of "Chinese+Vocational Skills" education overseas, possessing a professional system and talent team to support the construction of Chinese workshops, or having unique advantages or professional expertise in cooperating with overseas institutions to carry out language and vocational education;
Each year, select several professional Chinese teachers or volunteer teachers to work overseas, with teaching resources required to undertake Chinese workshop projects;
The application should be made jointly with the overseas partner, which is willing to provide the necessary venue, personnel and other logistics for daily operation. The overseas partner should also be able to coordinate the local resources from governments, enterprises, social organizations and other parties to participate and support the CCLPS.
